These H-D Police Enforcer Boots are 17" tall, and have a bal-laced instep and laces at the sides of the shafts. They are very comfortable -- no break-in was needed. They're all leather (not patent leather) and breathe well. They don't get hot on my feet, even with leather breeches. The boots are made by Wolverine (in China) for the Harley-Davidson brand. This pair is a size 9-1/2 D, and fit like a glove. Honestly, they are the most comfortable cop boots I own.
