These are regular police motorcycle breeches in navy (very dark blue). The breeches are made by an unknown manufacturer. They are very comfortable and thick for warmth.

These breeches are breathable and are DuPont Teflon coated. They are made of 12-oz. year round fabric to repel water and oil-based stains. They are made of 67% polyester / 30% cotton / 3% lycra fabric. They have two front pockets, two rear pockets with flaps and two rear billy pockets. A heavy duty YKK zipper and belt loops accommodate 2.25" Sam Browne belt, adjustable velcro ankle closure and double seat and double knee complete the garment. Cool-looking breeches with tall black boots or even tactical boots (see below).

The pair shown above were small, so in 2021, I bought a new pair in my size to fit. Here are photos of these breeches with tactical boots:
